Left Canada but still receives government allowance for his children

Question:

I use to live in canada for 10 years and i use to receive a goverment allowance for my children. Now i moved to emirates and i still send my income report every year to canada. Is it halal for me to take the allowance for my children since the govement doesnot know im outside?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.

 

If this allowance is only granted to the one who is residing in the country and not outside, then it is not permissible to take it or cheat in order to get it, as the Prophet  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) said: "The Muslims should fulfil their conditions in what is permissible." [At-Tabaraani] The Prophet  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) also said: "Whoever cheats, is not one of us." [Muslim]
