Question:

Is masturbation Haram? What if you are talking to a woman on the phone and she says things to cause an erection is it the same as Zina?

Answer:

All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

As for your first question regarding the prohibition of masturbation, please refer to Fataawa 179859, 376036, 87952, and 81167.

Talking to a non-Mahram woman is forbidden unless within the following conditions:

1) There is a genuine need for such a talk.

2) A woman should be in her complete Islamic Hijaab if an addresser can see her.

3) They, i.e. an addresser and the addressed, should not be alone.

4) Devoid of softness in speech.

Allah Says (what means): {And when you ask [his wives] for something, ask them from behind a partition.} [Quran 33:53]
Allah also Says (what means): {…then do not be soft in speech [to men], lest he in whose heart is disease should covet, but speak with appropriate speech.} [Quran 33:32]

As for talking about what excites lusts between a man and a woman, then such talk is forbidden, since it opens the door of temptation and leads to committing adultery, fornication and atrocity. Such an action is, in fact, a form of Zina of the eye and tongue and its doer is disobedient of Allah's Orders. But, this does not mean that the doer will be punished as one who commits Zina (adultery and fornication).

Allah knows best.
