Question:

Why in the Quran Allah uses the pronoun "I" or "WE" when He speak about Him in the Quran ?...Why Allah doesn't use just the first singular pronoun " I" ?

Answer:

Praise be to Allah, the Lord of the Worlds; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.

Sometimes Allah uses the plural pronoun for Himself such as in the verse: {Verily We: It is We Who have sent down the Dhikr (i.e. the Qur'ân) and surely, We will guard it (from corruption).} [15: 9] and sometimes a singular pronoun such as in the verse: {"Verily! I am Allâh! Lâ ilâha illa Ana (none has the right to be worshipped but I), …} [20: 14].
Both styles are common in Arabic language in which the Qur'an is revealed.
The plural pronoun is used to glorify Him and indeed, Allah is most Mighty and Glorified.
Allah knows best.
