Wearing a skirt

Question:

I read your recent Fatwa concerning wearing trousers for Muslim sisters. I understood that this is not allowed but what about wearing a long wide skirt with a jacket on top. No one would realize if this skirt is a skirt in fact or a Jilbaab. In this case is it allowed to wear a skirt outside?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

The Muslim woman's dress should meet the following conditions: 1) It should cover the woman’s whole body. 2) It should be baggy. 3) It should be thick enough and not seen through. 4) It should not resemble the dress of men or the dress of unbelieving women. 5) It should not be a dress worn to seek fame. 6) It should not be decorated as to attract the eyes of men. 7) It should not be perfumed or scented when going out. Therefore, if this skirt meets the above conditions there is no harm for you to wear it, otherwise it is not allowed.

Allaah knows best.
