Question:
I want perform Hajj. So, I can make shaving after 1st of Thul-Hijjah?
Fatwa:
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger, may Allah exalt his mention as well as that of his family and all his companions.
Shaving the hair is one of the restrictions of the state of Ihraam, and the restrictions of Ihraam are only bound to a person who wore Ihraam clothes to perform Hajj or ‘Umrah or to perform both. As regards a person who is not in the state of Ihraam whether or not he wants to go for Hajj, he is not obliged to abide by the restrictions of Ihraam according to all the Muslim scholars. However, if a person wants to sacrifice, he is obliged not to take anything from his body's hair skin, or cut his nails. This starts from the beginning of Thul-Hijjah until he slaughters his sacrifice. The Prophet said: "If you see the crescent of the month of Thul-Hijjah and one of you intends to offer a sacrifice, then he has to refrain from cutting his hair and nails." [Muslim]
