Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.

There is no doubt that – in these verses and others - Allaah has promised to give His believing slaves victory and to establish their religion for them, and Allaah denied that He would give the disbelievers a way (to triumph) over them.

However, the texts of the Quran and the Sunnah of the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) explain each other. So, the victory that is promised in these verses is also mentioned in other verses with a clarification that it is conditioned upon the Muslims holding fast to their religion. Among these verses is the saying of Allaah (which means): {O you who have believed, if you support Allaah, He will support you and plant firmly your feet.}[Quran 47:7]

Therefore, if the condition does not take place, the outcome of the condition will not take place; rather, defeat will befall the believers as a way of putting them into trial and a way of progressively leading the disbelievers to destruction. Allaah Says (what means): {Why [is it that] when a [single] disaster struck you [on the day of Uhud], although you had struck [the enemy in the battle of Badr] with one twice as great, you said, “From where is this?” Say, “It is from yourselves [i.e. due to your sin].” Indeed, Allaah is over all things competent.}[Quran 3:165]

Moreover, Ibn ‘Umar may Allaah be pleased with him narrated that he heard the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) saying: "When you conduct the ‘Eenah sale (this is when one sells a certain goods to someone else for a certain price and for a certain period of time [in installments], then, before the buyer pays back the whole price, the seller buys back the goods for a lesser price in cash - thus this transaction involves Riba [usury and interest]), hold to the cows’ tails, get content with farming (i.e. become so busy with this worldly life), and abandon Jihaad (fighting in the Cause of Allaah), Allaah will strike you with a humiliation which He will not remove from you until you return to your religion.” [Abu Daawood]

This confirms the Saying of Allaah (which means): {If a wound should touch you - there has already touched the [opposing] people a wound similar to it. And these days [of varying conditions] We alternate among the people so that Allaah may make evident those who believe and [may] take to Himself from among you martyrs- and Allaah does not like the wrongdoers-.}[Quran 3:140]

On this occasion, we would like to advise our Muslim brothers – if they want victory and that Allaah establishes their religion for them – to return to their religion and stay steadfast on it, by words and actions so that they would fulfill their covenant with Allaah and subsequently Allaah would fulfill His Covenant with them; Allaah Says (what means): {O Children of Israel, remember My favor which I have bestowed upon you and fulfill My covenant [upon you] that I will fulfill your covenant [from Me], and be afraid of [only] Me.}[Quran 2:40]

Therefore, a Muslim should first start by rectifying himself, then his family and then his society, and it is in this manner that good will prevail and spread and the Muslim nation would become dominant and prosperous.

Allaah Knows best.
