Answer

Praise be to Allah, the Lord of the Worlds; and blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
Dear brother, we ask Allah to bless you and us, lead you and us to what pleases Him. May He make us among those blessed people who memorize the whole Qur'an and become among the distinguished slaves of Him. We ask Allah to make us among those who master the Qur'an apply its teachings and hence will be with the Honourable, and the pious and Just Angels.
The best way to memorize the Qur'an is to ask Help from Allah, The One. In fact, knowing the virtues of memorizing the Qur'an and the merits of those who do so should motivate one to spend all possible efforts to accomplish this goal.
A person who intends to memorize the Qur'an should be accompanied by a scholar of the Qur'an who guides him and teaches him daily what he can memorize regardless of its quantity but with good performance. After learning from the Sheikh one should continue repeating the Qur'an as often as possible till he is competent in memorizing it. Everyday he should recite what he has learned to his teacher. The one who is busy memorizing the Qur'an should take special care daily to review what has already been memorized as long as that portion is remains small. When it becomes great, one can take it in sections and review one section at a time everyday.
One should be certain that the most recent section learned is well memorized and recite the verses in their correct order. It is best to specify a time of day for memorizing the Qur'an. The time before Fajar (dawn) prayer or just after it is most preferable.
You should know that patience, persistence and constancy are the essential elements required for one to memorize the Qur'an. The ways mentioned are proven to be useful to those who memorized the Qur'an as many people did.
Know that memorizing Qur'an is not compulsory for individual believer but it is a (communal) obligation that some members of the community do so.
So, whoever does not memorize it is not a wrong doer. However, forgetting Qur'an or a part of it after memorizing it is a big sin since the Prophet said: "The reward of my people were presented before me, so much so that even the reward for removing a mote by a person from the mosque was presented to me. The sins of my people were also presented before me. I did not find a sin greater than that of a person forgetting the Qur'anic chapter or verse memorized by him".(Tirmizi and Abu Dawood).
As for looking at the face of an alien woman it is not permissible while addressing her or on any other occasion, except at the time of dire necessity, such as when bearing witness or to provide medical treatment or other emergency.
Allah Commands us to lower our gaze and not to look at women intentionally. Allah Says (interpretation of meaning): {Tell the believing men to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts, etc.). That is purer for them. Verily, Allâh is All-Aware of what they do.}[24: 30]
If one gazes unintentionally upon a woman one should immediately turn his gaze away from her. The Prophet said to Ali: "O Ali! Do not follow an unintentional look (at forbidden things) with another look. The first glance is for you (pardonable) whereas the other glance is not for you (that is sin). [Muslim].
Jarree said: "I asked the Prophet about the unintentional look being forbidden. He replied: You should turn away your eyes".(Tirmizi).
